The UK and US have secured a major bilateral deal that will maintain no duties on UK pharmaceutical exports entering the American market.

The Terms of the Accord

As part of the deal, the UK has pledged to boost expenditure on drugs through the National Health Service (NHS). This move secures that duties on these vital products will be held at nothing for a duration of 36 months.

This agreement comes after previous threats to significantly raise duties on patented pharmaceutical products, with potential rates discussed reaching double the cost.

"This agreement between the United Kingdom reinforces the international landscape for new treatments and brings much-needed balance to U.S.–U.K. pharmaceutical trade," an announcement noted.

Commercial Impact

Drugs represent one of the the United Kingdom's largest exports to the US, which is clearly the biggest destination for leading companies like GSK and AstraZeneca.

Export figures indicate that in the one-year period leading up to the third quarter, the UK sold medicines worth £11.1bn to the US. This amount represented a significant portion of total UK exports in that timeframe.

"This agreement safeguards jobs, increases investment and facilitates the UK to emerge as a global hub for life sciences," a government official stated.

Detailed British Pledges

The pact entails several notable pledges from the British government:

  • Revised Affordability Limit: The UK will lift the cost ceiling at which it considers new medicines to be unaffordable by twenty-five percent.
  • Higher Drug Budget: There is a target to increase total health service expenditure on drugs from 0.3% of GDP to 0.6 percent over the following ten-year period.
  • Rebate Cap: The percentage pharmaceutical firms must pay back to the NHS to stay within budget will be restricted at fifteen percent. Last year, refunds exceeded twenty percent.

Broader Context

The deal comes amid a long-running row between the sector and the UK government over drug pricing and regulatory access.

This friction were intensified by assertions that US consumers were charged a premium for the identical medicines than patients in the Britain and the EU.

Recently, several large drug company projects in the UK have been paused or abandoned, while substantial investments have been announced toward US facilities.

One official stated that the NHS needed to increase expenditure on treatments, noting that its spending on drugs had shrunk as a proportion of its total funding over the past decade.
